It looks like access will be limited to specific govmt and local apps..

This "multi-use" network, consisting of Tropos' mesh technology and Pronto Networks' security and management software, allows private and public users to securely share the same infrastructure, accessing only authorized applications and services.

You're right, to start with it will be government rollout to make sure the network is all stable. After time it will be opened to the public.

It's only in the initial stages right now.
