iDVD menu, single still image, resizing for TV Safe?

I placed a single still image in the simplest iDVD menu I could find. I burned it, and it's too large for my TV, so I need to resize it for the TV safe zone. However, because it's the background and not a slideshow, I can't simply just set it to automatically resize for the background. If I resize the image, it just scales it in iDVD. How can I get it to fit the TV safe zone?
