Ok well recently I had gotten my iMac G4 upgraded to 2GB RAM and a 250GB HDD fitted. The last couple of days the computer has been really slow. Now it wont even turn on properly. If it does turn on that lasts for about a minute then I get the error message:

You need to restart your computer. Hold down the power button for several seconds or press the restart button.

Then when I tried to restart I got the flashing folder icon before it booted then crashed again :'(

Not necessarily. Could be the logic board but not common on those machines.
Try running disk utility from your install disc and see what it brings up.
If it repairs any errors, try a fresh install of the OS.

Since you just upgraded the memory, it's very likely that the memory you installed was defective.

Hmm, then it may well be the ram if you can't boot from an install disc (holding down "C")

Could you use your original OS discs (that came with the computer) and use the hardware test? With the discs in down D on startup. I think that's the right key.
