When you are in Finder go to Finder's Preferences in the menu. In the general tab check or uncheck "Always open new folder in a new window".

Neither Windows nor OS X have a decent file manager. That's why there are so many third party file managers available for both operating systems. I currently use "muCommander" (freeware) as my primary file manager for Snow Leopard and have used and still use "Nico's Commander" when in Windows.
