Changing icon trouble.

I wanted to change my icons, and I know how to, it just doesn't let me.
I copy the icon after its shaded blue, and when i go to paste it to the one i want, paste isn't even available to click in the view menu.

Anybody have an idea of what this could possibly be?

The only thing I can think of is that you don't have read/write permissions on the folder.
In the info window under Sharing & Permssions" you need to have both read and write for it to work.
