Using an external HD, how would I go about copying my entire HD onto it. I want it to serve as a backup for when I update to Tiger. Do I need the app Backup or Disk Utility, or some third party app, to best accomplish the task?

there are many ways, depends on what you want, if you search the forums, you'll find a lot of users use carbon copy cloner, super duper, tri backup and several others, these are good, I use Deja Vu, it, like the others, makes bootable back ups.
