Your Mac's Specs
2.5 ghz G5, 4g ram, OSX 10.5.
It seems my PPC dual G5 is consistently using roughly 2 GB of ram give or take. Doesn't seem to go down at all even if I'm doing nothing or just surfing the net on Safari. Anyway to get this down and streamline a little? Could there be something running in the background sucking up all my RAM?

An easy way to check would be to run the activity moniter (it should be in your utilities folder) it will show you all the running apps and processes, and how much memory they are using.
