Where does Apple Care from eBay come from?

I read the threads about buying Apple Care from eBay and found some reputable sellers.

I am though curious to know how they get their hands on the Apple Care. Are they just resellers?

store closeouts, going out of business's, wholesale buys, you name it.

a big electronics store recently went out of business near me and they were selling Apple Care for my Macbook for $79
