MacPro Shortcut Keys problem

Hi all,

I just received a MacPro with Leopard and am trying to figure out how to assign a shortcut key for the Change Case function. It's supposed to be SHIFT+F3 but this shows all windows that are open. Any suggestions? I tried assigning it to another key combination but this didn't work either.
