Is it possible to make a clip in iMovie08 to be played faster than 1x? ie. I want to make a video with a fast forward effect.

Nope... no speed settings in iMovie08. You can take that clip into iMovie06, speed it up and then it back to 08. That's what I do when I need slow/fast.
