MAC OS 9 install and update.

Hi, I am new on MAC. In my office, there is old MAC Power G4, I intend to update the CPU, so I have to update the firmware first, which require OS9.1 or above, not OS X. I was able to install OS 9.0.4 in a spare HD, which I selected to install "all other country". However, when I try to update to OS 9.1, it always say something like: "MAC OS 9.1 have to install from CD, and the language kits was already installed." It won't process. Even, I went back to install everything that I could from OS 9, and install update file is from CD. (not a image, it is bin file, I guess). Could you help out, I only use OS 9 to update the firmware, then I can put a new CPU. Thanks
