Problem with SECAM Middle East mini dv tapes

I've been given 9 35' minutes mini DV tapes, in SECAM ME, which is the standard used in Egypt.
I have to edit two versions of that story, one long form around 45' and the other around 7/10.
I need the integrality of the rushes.

What would be the best solution to import them to my Final cut pro?
Rent a camera that read this standard?

Transfer them on dvd ? knowing that I can import dvd to fcp

Forgot to tell : price not an issue, the client agreed to pay whatever it will cost.
And I'm in Bay area.
