There's no such thing (is there?). If you are referring to DVD+R or DVD-R then yes there are differences, but those are not evident now that all DVD writers are dual format. Wikipedia should throw a lot of info on the minute differences of DVD+R and -R

goobimama is correct, there is no such thing as CD+R, only CD-R. With DVDs there is a DVD+R and DVD-R.
