I had my ethernet quit on me, thought it was something gone wacky so I reinstalled El Cap and it came back. I guess the reinstall fixed whatever the security update broke.
Here's a link to Apple's description of the problem. It describes how to identify whether you have the problem files and confirms that reinstall seems to fix the problem. If you're comfortable with Terminal commands that's an option.
