Okay everyone I feel like I have completely exhausted all of my options but maybe there something that i am not seeing or trying so here it is

I am working on a clients Macbook Air he needed the top case and track pad replaced because 1) The trackpad was cracked and 2) The shift key was constantly on forcing him to type in all CAPS as if the CAPS LOCK key was on the entire time. The other issue is it was always booting into safe mode. So we swapped the top case and replaced the track pad but he also wanted the OS restored.

So from here I booted into Disk Utility erased the drive and then attempted to reinstall Mac OS X High Sierra but was getting an error that said "Could not create a preboot volume for APFS install." Did some research and was told to boot to Internet Recovery mode and attempt to restore from there. I tried to boot to Internet Recovery only to be welcomed by the "Prohibitory" sign after the bar loads. It will respond to an SMC reset but will not respond to the NVRAM reset. The computer will only boot to the OS x Utility tool, but I cannot boot into Apple Diagnostics or anything else. Tried creating a bootable USB with OS X High Sierra loaded on it and it will not boot to USB. I power up the mac and hold down the option key and takes me to the "Prohibitory" screen again. I tried an external keyboard and I am still having the same issues.

Could it be the SSD or the Logic Board? Did the top case even need to be replaced? Im beginning to doubt my initial diagnosis and repair and I am not too sure what to do next.

I took it to the apple store and left it for a couple of days to get it diagnosed and they called back with "Oh we honestly dont know what it might be. It could either be the SSD or the Logic board and we want to send it out to our facility so they can do further testing and resolve the issue but it is going to run you 475 dollars." That is crazy talk if you ask me. So if there is anyway that you all could be of help I would greatly appreciate it. Below are steps I have already taken to try and resolve the issue.

Restoring OS X

1. Erased SSD and tried restoring through built in OS x Utility
2. Attempted to Unmount drive and remount (will not let me unmount)
3. Attempted to reformat drive to APFS (encrypted) and attempted reinstall. No luck
4. Attempted to create multiple partitions to install OS X
5. Attempted to install older OS X Sierra and even Mojave through Disk Utility and trying restore from an image on the USB but because it is in DMG format and not APFS it will not let me restore

Macbook Air will respond to SMC reset but will not respond to NVRAM or option key boot. Even with an external keyboard

All that was replaced was the trackpad and topcase (keyboard) Keyboard is brand new and OEM

If you can, format the drive as Mac OS Extended Journaled (HFS+). This "should" allow you to do Internet Recovery. APFS is too new for an older OS X version to understand the formatting.

I have attempted to do this through the Disk Utility, but it will not let me as it says that it is in use. Is there away that I can attempt this through the terminal to see if it will take there?

The fact that the machine would only boot to safe mode, and you could not reset the NVRAM, and then later you could not unmount the SSD, leads me to believe the SSD may be the problem. I believe OWC (Apple Mac Upgrades - RAM, SSD Flash, External Drives and More) sells a replacement SSD for that model. Right now you're battling windmills with it. Ask your client if he/she wants to spend more $$ and replace the SSD. If that doesn't fix it, it may wind up being a faulty logic board.

Do you have an external macOS bootable USB drive? Use that to format the internal drive as Mac OS Extended Journaled (HFS+).

It might be time to cut everyones loss's and for the customer to get a new system, and you to except the loss of time trying to get it fixed.
