Can not Quit Preview. Force Quit does not show up. Can I dump Preview and reload it?

As Preview is an integral part of your OS; no you can't dump it nor download it separately.

I assume you have tried the first thing we all do in similar situations: Reboot the Mac?:)

You are not completely alone in this: Preview is not responding to Force Quit o… - Apple Community

And I've no doubt that you have considered all the ways to Force Quit an app as contained in this article: Overkill: 5 Ways to Force Quit an App in Mac OS X - TekRevue

If none of these works for you, you can redownload the OS via Recovery Mode.

BTW, you don't mention which OS you have in your specs.

Press and hold the power button for an extended time and that should force quit the whole computer.

That should force quit any running application!!!
