Mini has no power

Mid 2010 Mini. No power. Done PMU reset several times. Nothing indicates that it has power. I removed the power supply and measured 11.8V from the first 5 pins of the connector to the logic board. I am hoping that the PS is defective and not the logic board. I remember vaguely reading somewhere that the voltage should be 18V, but I am not that sure.
1. Is this the correct voltage and should there be additional voltage from the other pins?
2. The on-board battery measure 2.6V. Could this low voltage cause my "no power" problem?

Sorry to hear about the problem. As I'm sure you know...the 2010 Mac-Mini's have an internal power supply...versus the external power brick used on older Mac-Mini's.

Here's a question posted on iFixit.com which seems to contain a good amount of the info you're looking for. The person answering mentions 5 of the wires have 12 volts...which seems close enough to the 11.8 volts you found:

Just for the heck of it...have you checked the continuity (ohms test) of the power cable itself? Probably a really really long shot...but worth checking to eliminate it as a possibility.
