A little bit confused. Is that a 5K iMac? If so, the graphics card doesn't seem to match the specs. Anyway, the base price for that era iMac was around $1800 and about $2000 with an upgrade or two. So $1100 is not a bad price. However, that machine is past it's 3 year Applecare warranty, so any issues you have with it will be an out of pocket expense.

For just a little bit more money you can pick up a refurbished 2017 iMac that is going to have the warranty and serve you purposes just as well.

No it is not. The 1TB hard drive will be as slow as molasses, particularly if it is a 21.5" model as they use a 5400rpm laptop style hard drive.

Strongly suggest also not buying any iMac with a Fusion Drive either, go for a straight SSD of say 512GB and if more room needed, a 7200rpm platter drive connected externally via USB3.

They already mentioned in their post it was a 27 inch iMac and had non-fusion HDD.

PS: maybe they will except a good but lower reasonable offer???

It still will be slow with a 1TB platter drive. Only buy an SSD model.
