Well, if you want a professional website that really showcases your portfolio, and in turn, reflects well upon you, it's probably best to do it yourself.

There are tons of great tools for this purpose. I would recommend Rapidweaver, which you can download a trial of to get started. With lots of bundled templates, you can build a site pretty quickly with no more knowledge than how to point and click/drag and drop.

Then, you'll just need to sign up for hosting and domain name services (if your ISP doesn't provide you with your own personal web space). There are plenty of good, low-cost options out there. I'm sure our members can tell you a little bit about what they use.
Liquid and computers don't mix. It might seem simple, but we see an incredible amount of people post here about spills. Keep drinks and other liquids away from your expensive electronics!

Just to clarify, are you looking to showcase your photography (or other creative) portfolio or a web design portfolio? If the latter, I imagine you know that a well designed custom website that's easy to maintain and one that will scale with you will cost significantly more than £40.

Another option I would suggest is to get a webhost and install Wordpress on there, then check out some free or premium portfolio themes. The premium themes usually go for about $40 or so, so that might be a nice option for you..

    Specs:
    MBP 17" 2011, 2.3GHz Intel Quad-Core i7, 8GB RAM, MacMini 2011, 2.7GHz Intel Dual-Core i7, 8GB RAM
$40 would not even cover the initial meeting costs and planning of a professional developer. Back when I was doing web dev for a local ad company, they were charging $125/h for full website development.

Look into Wordpress or something like it.

A portfolio of videos( links off vimeo and youtube) all i want really is a home page, a portfolio page in which it has all the video links and an About page. Just something simple not a full website

For something like this, cwa107's suggestion of RapidWeaver might work fine for you since they should have templates for this sort of thing and you can easily create the number of pages you need/want..

I built 2 recently with Rapidweaver 5. It is dead easy to use and has 47 templates as standard. The download cost £62.75 GBP and a basic website hosting package from these people MacAce.net | Apple Mac Internet Service Provider for ADSL Broadband, Fibre Broadband, Mac Web hosting, iWeb hosting, Mac email, phone packages and online backup ISP UK about the same. You may also need to buy a URL for your site, register it and have them point it at the hosting company of your choice.
You could do it cheaper using Wordpress in any event, I just needed more flexibility and decent tech support from Mac savvy people.

Have you already registered and/or hosting your domain?

If not, I suggest looking at 1and1.co.uk - they (as many others) provide free app (WebsiteBuilder) to create and publish your site, with plenty of templates, etc. You might also want to check LCN.com out - again, free web apps and templates.
