iWeb saves to where it wants it saved, so it can find them when you Open iWeb again. There are no usable files there you need to worry about. Save works kind of like a Backup so you don't lose your work as you go along. If you want to see the web pages you have created you need to Publish to a folder, that way you have access to the files to check how they will show in different browsers or to upload by FTP to your website.
Here is where the saved file goes.
/Users/UserName/Library/Application Support/iWeb/Domain.sites
To Publish to a folder click on the Site title in the Sidebar and a window will open to let you select a Local Folder to save your website to.
You can have multiple Domain.sites files but will have to double click the one you want to open unless it was the one previously opened. You would of course change the 'Domain' name to something else.
