I have an iMac with Windows 7 & OSX Sierra bootcamped. Is it possible to connect a separate PC to the iMac to use as its monitor?

I'd also like to be able to toggle the iMac monitor between the active OS on the iMac and the separate PC with a switch. Is this possible to achieve? If so, how would it be done?

Probably not. Some iMacs, you did not tell us the specs for your iMac, will work in Target Display mode, https://support.apple.com/en-us/HT204592, with other Macs. You may be able to work something out, if your Windows OS computer is capable and has a Mini Display Port or Thunderbolt port, use imac as second windows pc monitor. Even if you get it to work, you will still not be able to toggle between the two, since the iMac would need to be restarted.

You should look into VirtualBox (free), or Parallels or VMWare Fusion ($$). This way you can be booted into Mac, and access your Windows at the same time.
