When I upgraded my iMac from 8GB to 16GB, if I remember correctly (not at that computer right now), I ordered the 16GB upgrade from OWC (2 8GB chips), removed the original Apple chips and installed just the OWC chips. However, I also could not get the iMac to boot after I installed the RAM. And I had even thoroughly dusted the slots with compressed air before installation. But after removing the chips, blasting some more air, and reinstalling them, it worked. So you may want to try something like that just to be sure it's not a dust or seating issue before moving further.
