Mail "Open Behind Mail" option being ignored

OS X Monterrey 12.7.1 2017 MacBook Air 13-inch
When I right click on a link in an email and use "Open Behind Mail" option, the mail opens the browser window in front of the mail window. I use Vivladi, Opera, Brave or Safari browser and the same thing happens. Any ideas to fix?

Thanks for this suggestion. I tried it and command clicking brought the browser window right overtop of the mail window.

I miss the Mac days of, "It just works."
