Limit Bandwidth, Suggestions for Router

Hello all,

I am looking for someway to limit the speed/bandwidth of a device that uses my wifi. I have Comcast internet and there are 2 laptops and an Ipad that are connected to the wifi. The user for the Ipad is always using FaceTime and listening to online radio on their Ipad which slows the speed tremendously for all other users (on laptops). It's very frustrating and unfortunately, I cannot just tell the person to quit face-timing all day.

I am looking for a solution to this. Is there a way to decrease the speed or limit the bandwidth on the Ipad so that facetime doesn't make the internet extremely slow for everyone else?

I am looking for recommendations on a router or modem that can help me achieve this or any other possible solution?

Online radio does not take up significant bandwidth, unless you guys have a very tiny amount of bandwidth speed.

The problem lies with the user, so playing around with the router can only put a band-aid on the issue. If you can't make them understand how inconsiderate they are being to the other household members, cut them off the router entirely by changing the network password. They can get their own Internet connection.
