Is there a limit to making Google Drive vids "Available Offline"?

I have an old Gen 1 iPad Air and want to make the videos on it available offline. I selected this option for every video but I noticed that only half actually are. (You can see here one example of how a video supposedly available offline, really isn't...it's missing the "offline" icon and also won't play when internet is off). Any ideas?
