I erased the drive and reinstalled yosemite and then el capitan. Before migrating from the tm backup I tested the sleep issue and it worked like it should have. Display turned off and disk drive stayed awake. After the migration then it went back to display off and disk drive went to sleep. To me that means that there is a setting or file that migrated that is effecting this energy setting. Darned if I know what it could be though.
