The old phone is de-activated, the new is not physically present for you to use. So Activation waits until you have it in hand. (Or they do, in the case of you going into the store.)</p><p></p><p>EDIT: I just ordered a new iPhone 12 under the iPhone Upgrade Program and in the receipt from Apple is this: The receipt also properly identified that I am on a Verizon month-to-month account and they pre-charged me the US$20 one time Verizon upgrade charge.
