Hotspot not working

I am trying to get a hotspot from an iPhone for an MPB but it's not working.
I am connecting the two devices via a cable.
There is a coloured (blue) bar at the top of the iPhone screen and this is saying "one connection" but the bar is pulsating.

As I say above, the bar is blue; but when I use my wife's iPhone to create a hot spot (and this works fine), the bar is green and it does not pulsate.

I presume that the pulsating indicates that it is NOT connecting but is the actual colour (blue or green) of the bar at the top of the screens significant?

Have you tried using WiFi or Bluetooth instead?

I use WiFi and not a cable. I turn on Personal Hotspot in Settings on the iPhone then go to my MBP, tap the WiFi icon at the top of the screen of the MBP. In the drop down menu it will show Personal Hotspot - click on that and the WiFi symbol should change to the Hotspot symbol which look like two paper clips sideways to me. As long as the iPhone is close to the MBP it works great.

You should have set a password in the iPhone for the Personal Hotspot and you should have to enter it when you select it on the MBP. And just a though - that could be the issue with your password on the MBP.

I do the same. Make sure "Allow Others to Join" is switched on in personal hotspot on your iPhone. You usually only need to do this once.

When I said, " You usually only need to do this once." I should have clarified that once you have an established connection with your Mac you can turn that "Allow Others to Join" option off.

Renewed thanks to all for your help.
It's still a bit erratic but following the above, I do get the iPad to work via an iPhone, using the latter as a hotspot. I have found it sometimes helps if you switch both off, wait a minute or so, and then try again after firing both up.
