I know this is an old thread, but I had been having this problem with an OWC SSD replacement for my MacBook Air mid 2010 (i think 3,2). I never found a solution on all my other searches. I saw some related threads that mentioned being sure it seated well / connected properly. I noticed that the OWC SSD Replacement had a thermal pad on it when my original SSD that came with the MacBook Air didn't have one. So, I did the Cmd + R recovery install without the panel attached on the bottom. I'm sure this is not suggested and may break all kind of warranties, but it worked. I'm going to finish the install and restart. If it works, I'm going to remove the thermal sticker pad from the SSD stick, which I know will scrap the warranty for the OWC SSD stick, but if it works, it works. If it doesn't, then I'll let you know.
