Creating a MIDI device for multiple outputs

MacBook Pro 15; 16 GB
The goal is to create a virtual device for output -- a Bluetooth speaker as well as internal speakers (MacBook Pro 2015). There are third-party apps but to keep it super cheap I figured I could do it using Audio MIDI Setup. Whether I create an Aggregate or a Multi-Output, audio is played from only one device at a time (see attachments).

Any ideas on what I'm doing wrong?
