Can't boot from CD on PowerMac G4bl

I got this PowerMac G4 at a garage sale and I am really excited about it. I had to install a hard drive and RAM, so I have to install the OS from scratch. I tried inserting the OS disk and starting up pressing the "c" key. I get a grey screen with a blinking face and question mark in the middle. From what I've read that means it can't find a bootable volume. I've been scratching around on the internet. I got into "OpenFirmware" and tried:

0 > boot cd:,\\tbxi  can't OPEN: cd:,\\tbxi

I can read the contents of the CD from within OpenFirmware:

I think I've cone my homework pretty well for someone who's never worked on a Mac before. Please help me get the rest of the way.

I found out that my machine an AGP graphics G4 needs OS 9.0 or greater to install. Sorry for your time. Thanks.
