You are partially correct. If you have a Mac OS Installer thumb drive you do not need the original apple ssd to install High Sierra onto the new NVMe M.2 drive. Download Install Disk Creator onto a mac where you'll download Mac OS High Sierra then run Install Disk Creator. Here is the link: https://macdaddy.io/install-disk-creator/ On the Mac where you downloaded the High Sierra Installer and Install Disk Creator app, install an 8GB (16GB preferable) thumb drive already formatted (Mac OS Extended Journaled) and run the Install Disk Creator app to install High Sierra to make the install thumb drive. Then place the thumb drive into the MBA (this is assumed that you have already installed the new M.2 drive using a Sintech adapter) hold the option key during boot up and select the thumb drive to boot off of. Once the OS has booted, go to Disk Utility software and format the new M.2 drive in the Mac OS Extended Journaled format then quit the disk utility software and install High Sierra. It is simple as that and you do not need the original Apple SSD to do this. I have detailed what I have done here: https://forums.macrumors.com/threads/macbook-air-2017-ssd-compatibility-with-samsung-ssd.2099405/
