After updating to iOs 15....truly bizarre behaviour.

After updating to iOS 15.0 my phone started cycling off / on and displayed battery life changing wildly. After 15.1 and now 15.0.2 it continues to cycle on/off and battery life swings between 1% and 100% in a matter of minutes. Battery health history shows only 0% or 100%. Is this a common new bug?

it would be helpful if you told us which iPhone you have and its age. There is a possibility that your battery is failing or there could be a hardware problem with the phone.
