You can't do that in iPhoto.
Drag the photo you want to add text to to the Desktop. Double click to open it in Preview. Then you can either choose Annotate>Text from the Tools menu or choose "View Annotations Toolbar" from the View Menu.

The reason for this is that you don't really want to deface your original photo. Make a copy of the photo (by dragging it from iPhoto out to the desktop) and annotate it in Preview or some other program.
