How do i upload a pdf to an online form?

Hi, I am trying to send an online copy of a document PDF directly to a company via their website. I have done this lots of times on my PC. However, when I try to upload the document on my Mac it doesnt allow me to click on the download (it is in "grey" not black and wont let me click on it, so I cant upload it!) Why is nothing simple??!

Hi, it's a brand new macbook pro and I'm using Safari. The website is mobiles.co.uk.
