I am thinking about an iPod Touch or just going to the iPhone. The question that I have is, browsing the internet, is there a monthly fee for that, or is it like a laptop?

It works via WiFi, so if you are near a free hotspot then its free, its kinda free if you are at home and in some cafes etc - you will pay a small fee

That's what I thought, but wasn't 100% on that. So, with the iPhone what kind of plan do you have to have? Can I use it as a typical cell phone with wi/fi, I don't want to purchase an internet plan.

The iphone comes with a rather pricey mobile contract. If all you are really interested in is WiFi internet, then the ipod touch is cheaper and requires no extra outlay.

If you really need the phone functions of the iPhone then you are tied in to one provider

Great! A touch it is. I don't use a phone much now, hate being on the phone, so the iPhone is not for me. Thanks!
