Photoshop won't 'Save as Web Device'

I am currently running on Mac OS X version 10.4.11 and Using Adobe Photoshop CS3 Extended. It's all running fine and well expect for some un-profound reson it won't let me 'Save as Web Device'. I've made sure the settings are right and that it's the right colour format and all the rest.
