What are the differences with these programs?

I am a VB programer that just switched to Mac. What would be the closest to VB.

They really are not that comparable. XCode is the IDE that is used. Cocoa designs the interface and can be integrated into several languages (the most common are the versions of C and Java). If you are looking for something like VB look for REALBasic. You have to pay for it which is a downer but it is the closest thing. You would probably be better off learning Java or C though. If you just started go with Python and Applescript is not to bad to know either.

To clarify it clearer XCode is what you write and compile code in. Whether you are using C, Java, Applescript, whatever XCode will usually do it. Cocoa is a design interface to create windows for your programs that fit Mac Os's aqua look and feel.
