There are a lot of very cool photo editing that feasible in Photo Shop, one specifically is the ability to make pictures that have black and white backgrounds with the subject in color. Can this same type of photo editing be accomplished with Aperture 2?

No, the 'poppin colour' effect is achieved by using layer masks and as masks or layers are not supported by Aperture or Lightroom you will need a photo editor like Photoshop/Elements/Gimp etc to do that for you.
