intel mac mini 1.42ghz

we have multiple users using mac mini's. they are bound to an active directory & for some users the only way for them to loggin is to restart the computer & everything works fine. is there a way to fix this? we didnt have this problem with PPC with 10.3.9?
its not a big deal but we have 500 macs to deal with.
