Can't Change Sharing in System Preferences

Hi There,

i'm extremely new to programming, and i just bought a book on learning PHP and MySQL. one of the first things I'm meant to do is get APACHE going, but my system preferences sharing folder is completely static: in the services section, where i am supposed to enable web sharing, the start button is grayed out, it doesn't matter what is highlighted in this section, it is always grayed out.

in the firewall section, everything is grayed out so nothing can be modified, and in the internet section same thing. how can i fix if i can't modify? it seems like the only thing i could possibly change is the name of the computer, which i tried to no avail.

without pressing start when web sharing is selected, i can't use apache, correct? does anyone have any experience with this?
