I sure do hope that this is just a staged picture and that the other end of that cord is not REALLY plugged in. Otherwise, as suggested above, natural selection is about to take its course! :D

If you look, part of the surge protector is in the water and those things aren't sealed. If it really were plugged in, you'd have a nice picture of a couple guys being fried.
