my ibook g4 keeps making noises that stops the overall running of the computer. (stops programs from opening/working, and prevents startup) it comes from the left palmrest next to that vent/grill type thing coming out of the casing.

probably a busted hard drive, the HD is located on the left palm rest part of the iBook.

I would recommend a new hard drive but it's a lengthy task to do so. It's not all that difficult as it is time consuming. But if you've done plenty, like myself, it becomes 2nd nature.

Here's a good link to check out for replacing hard drives.

What's it sound like? Is it like an annoying, repetitive clicking sound? Try using the OS CD and use disk Utility to check for any errors.
