here's the plan:

install 160g hd

upgrade to leopard

now which order should i do this in?

can i simply install my new hd ,install leopard then just drag across all the files and programs i want from my old hd using an external usb enclosure?

basically can i just drag files from the old applications folder to the new one?i surely dont have all the zips and dmg files left anymore from all those useful little apps ive installed over the years.

yep.i got no idea thats why i'm asking.

For most apps, yes. But there will definitely be 'the biggies' like MS Office, Adobe CS, most Pro apps, iLife which need to be separately.

I'd suggest you use Carbon Cloner to clone your entire drive onto the new 160GB (via an external enclosure). I'm not sure if Disk Utility will offer the same functionality (Disk Utility via Leopard DVD boot menu > Restore image option)
