Default Permissions

Does anyone know how to set the default permissions for any new file or folder created to be "Read and Write"? I have a small network and anytime someone saves a new file, others can not access it unless the administrator changes the permissions. It is a headache for all. I don't know how to do this, i am hoping someone does.

Is everyone on your network running some version of unix (Mac OS X, or Linux)?

3 of 4 computers are running mac os x.3, the fourth is still on mac os 9, but this is not the computer generating new files to the server.
