Powermac g5 no chime on startup

Yesterday I purchased another powermac g5 (not working) for $200. Its a 1.8ghz/ 1.5gb ram/ no hard drive(will get one asap). From what i was told the Logic Board is dead or fried. I was wondering if there is anyway to fix it, like maybe there was a factory defect on them, I am not to sure. Or if this isn't fixable, or to much of a hastle, I would like to know where to get another logic board at a low price since i don't want to go out to the apple store and get charged a ridiculous price for one, when i can get it elsewhere for a lot cheaper.
