Not booting all the way

I just went to sit down at one of our Macs here at work and it isn't booting all the way. It gets to the desktop and hangs. The top menu bar in the finder never comes up but in the top right corner a tiny bit of it is visible (where the searchlight icon is)

This is an Intel Mac Pro running 10.4 if that helps.

I would grab one of your tiger disks and boot into it and run disk utility. Check the hard drive and repair it if necessary. If there are no problems, or it still doesn't boot all the way, there might be a corruption with a system file. If so try doing an archive install from the tiger disk.

Repaired permissions, verified disk (no repairs needed)
Still not booting though...

Decided to reinstall OSX and after all that...still getting the same results at start up.
