MY iBook g4 isnt two finger scrolling! i have panther 10.3.9 does it have to be tiger to do this?? thanks!

no, you need to download a program to enable it. Iscroll and sidetrack are your two options.

12" Apple PowerBook G4 (1.5GHz)
Only the last-generation iBook G4 models had the scrolling trackpad. Unless you have one of those, you'll need extra software like Stretch said.

so basically only the 1.42 GHz have it? because i have the 1.33 GHz!
