iListen. But I didn't find it very good (but that might be cause I don't have an American accent). It's a paid software btw...

Not that I know of - IBM do via voice and Dragon do one.
The software involved in recognising speech is just to complex for a freeware or shareware developer to tackle.
There is an open source one it seems called Sphinx-4
