Is Time Machine just for restoring certain files or can I use it as an actual backup?

Say for example, my MacBook's hard drive fails and I replace it with a new hard drive. Will I be able to restore from my Time Machine's backup or should I periodically still use CCC or anything like this?

You can restore completely from Time Machine. Just boot up using the Leopard DVD and you can restore.

There is nothing like which Time MAchine backup... the TM takes incremental backup and will restore it to the point of the latest backup.... I haven't come across any option like that.
